(Periodical review) April to June 2020 & July to September 2020

As we all are aware COVID19 has played havoc in heath hazarded throughout the world including India. Intermittently, COVID19 curfew/ lockdown became the norm since March23 onward everywhere. All in/out activities became stand still from the last four months. It crippled economy to unimaginable extent resulting in mass migration of more than 12 crores labour force disturbing industry and all economic activities. The worst part is, no light is in sight at the end of tunnel as of today.

Change in Administrative structure:- We may bring to the notice of all executive members & Associations that due to deteriorating health of Lt. Gen K.S. Gill, he himself requested Col. J S Multani to step into his shoes and take the responsibility of the post of Secretary General which he was holding from the birth of ISC. This matter was conveyed to the Hon’ble convenor Dr S S Johal and other executive members with on line meeting wherein it was unanimously agreed that Col J S Multani may take charge as Secretary General in the month of April 2020. Mr. J S Gogia was requested to take assignment of General Secretary. It is pertinent to note that Mr. J S Gogia has been working as General secretary with FOSWAC from the last eight years. ‘FOSWAC’ is an apex body of RWAs of Chandigarh and has been deeply engaged in development and welfare work in the city from the last thirty-two years. He is an Ex General Manager in the senior management rank from KK Birla group of companies. He has impeccable educational and professional career in several organisations of international repute.

Hyderabad project:- ISC took bold step to initiate Hyderabad Project to uplift of under privileged communities of Sikligarh and Vanjara sometime 8 Years ago. The primary school building has been completed 75 % by June 2020. It may take another 3 to 4 months if the donation of around Rupees four lakhs are mobilised. We are running short both of donations and time to complete it. Due to lack of resources both students and teachers are facing difficulty to adopt ON LINE study which has become norm due to COVID19.

Coaching centres:- We are running three coaching centres at Mukandpur (District Nawan Shahir), Shergarh (Patiala) and Pandori Khazur (Hoshiarpur) The results for tweleveth class ending March 2020 has been extremely good and quite encouraging; there is anoverall improvement by 10 % in marks as compared to last year. Most of the students have achieved above 80% marks.

PM AWAS YOJNA:- The GOI is planning to construct 6.1 million housesfor the poor within next two years. These houses will be allotted to the underprivileged people at subsidised rates. We have shown interest in it and are following up if we can participate in the scheme for uplift of Sikligarh and Wanzara Community. For this purpose, ISC is spear heading for Low income group houses for them. Community Count Group has been formed with local representatives for planning and execution. We shall report the progress when we succeed to take up such project.

Censes for 2020-21:- ISC find that the Sikligarh and Wanjara were not counted as Sikhs during last Censes held in 2011-12. ISC is spear heading the campaign that these two communities must be recorded as Sikh so that the benefit of minority should flow to them.

CSR (Company’s Social Responsibility) Work:- GOI has made it mandatory for the companies to spend 5% from their profit for the welfare of the people as social responsibility. We at ISC front is taking up the matter with certain organisations of well repute to come forward for coordination and collaboration of CSR work by out sourcing to us. It would be a win –win situation where the staff of the companies would be free to do their routine work and ISC will get financial support for undertaking certain fruitful projects. We are hopeful to make certain progress in this regard in near future.
Youth Empowerment and skill development:- Presently, the need of time is to impart skills to the youth for their gainful employment or to make them capable to start their own entrepreneurship. Our Secretary, Brig. GJ Singh VSM took initiative to train and motivate the rural youth for recruitment in armed force, and police. We are spreading our effort to include other civil courses for preparing them for competitive examinations of banks, railway, hotel management and likewise other services. For this purpose, we are in search of suitable Institutes partners who can coordinate and collaborate with ISC as a joint venture. However, it is taking time to initiate this programme due to spread of COVID19.

We are in touch with S. Amanjeet Singh of “SEWA SEWA DUBAI” for coordination with us for skill development and are hopeful to get through this venture.

Guru Gobind Singh Khalsa College Chandigarh had been kind enough to admit Rural Sikh students sponsored by us in all under graduate courses who have obtained 80% or above in twelve class examination, with certain concessions in tuition fees.

Home work tuition centres:- We are running eight such centres in Punjab with the objective of helping the students to do homework at designated places either in Gurudwara or schools after the school hours. The dedicated teachers help the underprivileged students regularly so that they improve in study. It is pertinent note that there is conspicuous improvement at least by 10-15 % they have scored higher marks this year. Our life member S Vikaramjit Singh NRI has paid teachers emoluments and stipend to the meritorious students under this project.

Usage of Media:-
Gradually and slowly we have been equipped with infrastructure for

Deployment of media for ISC activities.

The ISC members grouped indifferent categories and the persons who are in touch with us on face book, email WhatsApp and zoom must have noticed many fold increase in ISC activities.

To take full advantage of Information Technology, it is not out of way to mention that several issues viral on social media were taken up with apex body “S G P C” Amritsar and Jathedars of Takhts to begin with. It is not out of the way to mention that we are facing several social and religious issues which need attention of Sikh organisations for finding the ways and means to settle those issues. Several recordings are being made and put in the media for better communication with masses.

Project Guru Nanak Charitable Medical Store

  1. General: – Due to the spread of COVID-19 epidemic in India and in other countries worldwide have created uncertainty in all Activities. The whole system have come to grinding halt and resulting in unemployment loss of crores of jobs in organized and unorganized sectors, movements of men and material, Transport System at National and International Level resulted further in scarcity of Food, Medicines and other items required in the day to day life.
    In view of the above, many NGO’s have come to the help of poor people for provision of food and Medical Items to the underprivileged and unemployed labours.
    This will be a joint venture of all the 3-NGO’s:- International Sikh Confederation, Kendri Sri Guru Singh Sabha and Jugraj Singh Gill Charitable Trust conceived the Project named “GURU NANAK CHARITABLE MEDICAL STORE” for supply of Medicines on no Loss no Profit basis for underprivileged and poor masses.
  2. Location:- The Guru Nanak Charitable Medical Store will be located in Kendri Sri Guru Singh Sabha Complex Plot No-1,Madhya Marg , Sector 28-A,Chandigarh.

Coaching Center At Govt.Sr.Sec.School Ambala Jattan Garhdiwala, District-Hoshiarpur

GENERAL:-
International Sikh Confederation, Chandigarh is committed to provide quality Education to Rural Students by opening free Coaching Centers at different Schools where the Management, Teachers, Students and Parents associate with the idea of providing Education with a view to compete Entrance Examination at various level of Entrance like Medical, Non-Medical, Management and other Technical Courses/Professional Courses.
AIM:-
This Project Report is made to clear the concept of duties to be performed by School Teachers, the School Management and Students of 9th-12th Classes.
MEMORANDUM OF UNDERSTANDING:-
The Memorandum of Understanding given below will be signed in July 2019 between International Sikh Confederation, Chandigarh and School Management Committee, Ambala Jattan to take up a Project for opening and running Coaching Centre for 9th, 10th 11th and 12th Classes. This is being done with a view to help Rural Students to compete at par with Urban Students in getting admission to elite Professional Colleges and Universities.
MAJOR POINTS:-
1. The Project will be run on behalf of International Sikh Confederation by Management of Govt.Sr.Sec. School, Ambala Jattan.
2. This Project Scheme shall run for 5 Years and shall be reviewed from time to time.
SELECTION OF STUDENTS:-
Student for the Coaching Scheme may be selected purely on merit Marks obtained in Class 8th, 9th, 10th and 11th Examinations. Once we have achieved this desired strength of 30 Students we could stop further enrollment. The selection Committee in a special case enroll up to a maximum strength as felt necessary.
COACHING FEES:-
Most of the Students will be paying a token money for printed material such as Notes and the Printed Curriculum to be provided to each Student. However, Students scoring more than 70% Marks in periodical Test conducting by the Coaching Centres may be given some rebate in the printed material by the Management Committee.

STAFFING/FACULTY:-
The Faculty for Coaching Centre shall be selected out of the existing Staff of the School through an interview by a Committee formed by International Sikh Confederation including the Principal as Member and School Management Committee. In case the Committee is not satisfied with a faculty in a particular Subject, International Sikh Confederation may appoint a Teacher from outside the School.
TIMINGS:-
Tuition period will start after the closing of Regular Classes of the School for 9th& 10th whereas for Classes 11th and 12th will be the last 2 Periods of the School, 12:30 to 14:00hrs.
RUMUNERATION FOR FACULTY:-
To start with International Sikh Confederation recommends Rs.200/- per hour (Rs.150/- for period of 45 Mins) to each faculty member. However, provision for conveyance allowance will be considered for visiting Faculty / Teacher appointed from outside the School. The International Sikh Confederation recommends bonus as incentive for Faculty Members on the basis of achievement by their Students in various Entrance Examination/Board Examinations.
FINANCES:-
The Management Committee will take care of the remuneration of Faculty shall be paid by the management Committee. The expenditure on incentive will be borne by International Sikh Confederation. The Curriculum payment shall be made by the Management Committee and subsequently this will be charged from the Students.
In addition to the Syllabus laid on by the Punjab School Education Board/ Central Board Of Secondary Education Syllabus for Entrance Examinations shall be introduced simultaneously. Periodical Tests shall be conducted and performance of the Students shall be recorded and reviewed for Fees concession. Lump sum remuneration of Rs 1,000/- per month will be paid to the local coordinator /Lecturers who will maintain all the Official and Financial record.

A separate Bank Account will be opened by:-

c. Coordinator
d. Member Management Committee
The operation and the Signatories may be decided by the Management Committee.
CONTRIBUTION BY THE SCHOOL MANAGEMENT:-
The Principal has agreed to provide Classroom and Infrastructure for Coaching Classes and Laboratories Facilities. He agreed to the appointment of 1 Faculty Member of the School for the Coaching Project. He also agreed to make available E-Mail and connected facilities for easy communication.
